Dr stockmann, a medical officer attached to the council overseeing the Baths project, brushes everyone the wrong way when he sticks to his view that the whole project is a "whited sepulchre ", a contaminated source of disease and corruption. His obstinacy pits him against all the political and democratic forces in the town.
